ON FILIPINO READING PROGRAM (PHIL IRI)


Rationale:
          The Department of Education (DepEd) supports Every Child a Reader Program, which aims to make every Filipino child a reader and a writer at his/her grade level. Thus, the DepEd through the Bureau of Learning Delivery-Teaching and Learning Division (BLD-TLD) continue to administer the Revised Philippine Informal Reading Inventory (Phil-IRI) assessment to learners in public elementary schools nationwide.

          One of it’s objective it to use the Phil-IRI data to serve as one of the bases in planning, designing/redesigning the reading instruction of the teachers and the school’s reading programs or activities to improve the overall school’s reading performance.

          Tagoloan National High School upholds the objectives of BLD-TLD in order to attain the objectives of country's Education For All. Based on the reading passages and findings of the Phil-IRI which was conducted in June 2019 to all Grade 7 students, it showed that some of the students had poor comprehension skills in reading and there are those reading levels were frustration.

            By conducting remedial instructions, reading marathon and distributing reading materials every grading periods to those identified poor comprehenders, the students increased their reading levels from frustration to instructional and independent levels.

Objectives:
Increase the reading levels of Grade 7 Students from frustration to independent level.
Develop a habit of reading among parents and students at home.
Conduct reading marathon.

Activities:
The Filipino teachers served as the reading coordinators who conducted remedial reading to those identified students who had reading difficulties based on the Phil-IRI Pretest.

The reading coordinators distributed reading materials to the students every grading period. The students brought the reading materials to be read at home with their parents. After reading, the comprehension questions were answered by the students and parents. By affixing the signatures of parents on the reading materials, the students gave back the reading materials to the reading coordinators for recording.

In reading marathon, the students recorded their reading progress using the reading passports. The students read 20 stories in 5 books assign to them.

Result and Assessment
          To assess the reading levels of the students, the Phil-IRI Post Test was conducted. The result of the pretest and post test is shown in the graph below.
          There were 1 033 students who have been part of the Phil-IRI Assessment and their Level of Comprehension was divided into three groups; Independent, Instructional and Frustration. From the pretest result it was identified that there were 767 Independent readers (73%), 233 Instructional readers (22.6%) and 43 Frustration readers (4.4%). 
The post test was then conducted after the remedial reading activities and the result gradually improved. The post test result shows that there were 797 Independent readers , 210 Instructional readers and 26 Frustration readers which means that there is an increase percentage in Independent readers and decrease percentage in Instructional and Frustration readers from the total population of the Grade 7 students who are part of the Phil- IRI assessment.
